This Drug Awareness free comic book was initially published for Canada in 1990. The indicia states the issue was “produced under the direction of the Canadian Association of Chiefs of Police with the cooperation of the Alliance for a Drug-Free Canada. Supporters are Health and Welfare Canada, IBM, Canadian Pacific Limited, Shoppers Drug Mart, and a host of volunteers representing parents groups, health professionals, educators, and students themselves from every part of Canada.” This free promotional comic was printed in English and in French. These issues have a price on the cover, with the word ‘VALUE’ indicating a standard comic book price, but they were given away for free in schools.
The issue was later reprinted by Marvel in February 1993 (in English only) and sold through normal USA and Canadian comic shops for $1.50US.

1B should be 1A and listed as the English version, not as a Canadian Price Variant. It was printed three years early, so it’s not a CPV.
