No, this is a weird one 
. If you read the books and the detailed key descriptions, you’ll understand why this is the only correct way to have noted like this. Yes #5 is his 1st cameo but he’s never fully there until #8. So issue 8 being his 1st *full* appearance.
Multiple cameos before a 1st full isn’t new. If you go trough Son of Satan’s 1st appearances you’ll find a similar terminology there. Although that character doesn’t appear the same as Hell Hulk.
