I just tried to add the Skull and Bones Premium Edition for Xbox Series X and it looks like it is missing both barcode scanner and title option.

Did you use the Unrecognized Barcode screen to add it?
When you scan a barcode that is not recognized, a screen called “Unrecognized Barcode” appears, which lets you find the game by title and and the game anyway.
At the same time, that will add the barcode to the game in Core.
