This series when set as a grade 7.0 will pick up the covrprice but not when set to a 9.0.
There is data for the NM bucket but only wants to pull from the VF bucket.

Can you elaborate on that?
What makes you think it “only wants to pull from the VF bucket.”?

I added all 6 issues here, as raw 9.0 copies and got values for all of them:
