I believe Tales of the Teen Titans Annual #1-2 and The New Teen Titans, Vol. 1 Annual #1-2 are duplicates.
The annuals changed names when the series did (it was The New Teen Titans, Vol. 1 for #1-40 and then Tales of the Teen Titans for #41 on).
